Abstract
The concept of localization is well known in solid-state physics, emerging from studies of the electron transport in disordered semiconductors.1 The electron wave function in strongly scattering random media may become localized in certain regions of space. Recently the generalization of this concept to the electromagnetic waves has been extensively discussed.2-4 However, there is still lack of simple and realistic theoretical models based directly on the Maxwell equations. They should be simple enough to provide calculations without approximations.
