Abstract
This paper discusses light scattering by small particles in the neighborhoods of plasmon resonances in the small-dissipation limit. The concept that the scattering has a dipole character (Rayleigh scattering) cannot be used in this limit, and the corresponding formulas must be replaced by others, in which the main role is played by effects associated with radiation losses caused by the transformation of localized plasmons into scattered radiation.
