Abstract
Scattering of electromagnetic waves by rough dielectric surfaces is studied using the extinction theorem and the Rayleigh hypothesis. Using a perturbative treatment, an explicit solution to all orders (in terms of a surface roughness parameter) is obtained for any state of polarization. Alternatively, an iterative procedure is introduced to obtain the scattered fields.
