Abstract
Lasers and fiber-optic systems have numerous civilian and military applications in communications, industrial processes, medicine, and advanced weaponry. The development and deployment of these advanced technologies raise two concerns for manufacturers and exporters: First, in an effort to promote ocular safety, manufacturers of lasers and electronic products incorporating lasers must certify compliance with various performance and safety standards. Second, because the export of lasers and fiber-optic technologies and products may increase another county's military capabilities, export of these technologies and products is generally limited to free world countries to protect U.S. national security.
